PROFESSOR OF UNIVERSITY OF TWENTE PRESENTS INNOVATIONS IN THE HUMAN RESOURCE MANAGEMENT SYSTEM AND UNIVERSITY EDUCATION

Study of advanced world practices in relevant sphere, cooperation with international organizations and research centres are the main directions of improvement of activity of the Academy of the Government Service under the President of Turkmenistan.
The President of Turkmenistan signed the Resolution from January 24, 2020, having approved the Provision of the Academy of the Government Service and its structure as well as Procedure for acceptance to study, for training of qualified management and personnel of the government and local administration authorities as well as specialists of non-governmental establishments.
In this aspect, the Head of the State has focused that digital economy requires new level of training of personnel.
“Modern industrial facilities, which have been commissioned and still under construction, new branches established in the country need qualified specialists. Successful implementation of major national projects and government programmes provides strong personnel potential including the management”, - the Head of Turkmenistan highlighted.
Two-day training has been organized for professors and lecturers of Magtumguly Turkmen State University, International University of Humanitarian Studies and Development, Institute of International Relations of the Foreign Ministry of Turkmenistan under joint project of the Academy of Government Service and EU on expansion of potential of the government officials. The training was conducted by international consultant Annika Jansu, the Doctor of Sociology, Professor of University of Twente (Netherlands).
It is worth to mention that University of Twente is in the rank of the best research centre of Europe. The University offers educational programmes on social, behavioural and technical disciplines. Such companies as Google, Philips, Boeing and Siemens are the partners of the University.
Innovative approaches in the government sector and system of university education were the main subjects of the training in interactive format.
International consultant presented current modern approaches to human resource management in the government section of the economy. In particular, leading foreign models of human resource management based on digital platforms, which incorporate basic motivators – financial interest, most effective form of work – team work, clear segregation of duties and authorities inside the team; type of employment – contract (temporary), assessment of individual and team work indicators, opportunity of carrier growth, study and development within organization, clear management structure and other have been presented.
Summing up the presentation, Annika Jansu specified priorities of the system of human resource management where teamwork as the most efficient form of organization of activity of government authorities dominates.
Summing up the outcomes of the first part of the training, Babahan Berdiyev, the Senior Lecturer of the Academy of the Government Service, noted that efficient human resource management system is made up of the methods of selection, evaluation, motivation, training and development of personnel. These goals have to aligned and interrelated , be based on integrated approach using digital components.
International practices and national experience of leading European countries in methodology of writing of academic and methodological works in the sphere of university education were reviewed in the second part of the training.
Guncha Ishanguliyeva, the Senior Lecturer of the Academy of the Government Service, has focused attention of the participants that ability to implement is an important criteria in scientific, research and educational practice, therefore, formulating the subject, scientific worker and specialists of the government authority has to know the sphere and its deamds at present stage.
Summing up the training, it is worth to mention that educational plans and programmes of the Academy provide active use of scientific methods during writing of diploma and course works as well as articles and other publications aimed at comprehensive study of the subject as well as implementation of innovations to production.
