SESSION OF THE GOVERNMENT: IMPORT SUBSTITUTION, INDUSTRIAL DIVERSIFICATION, MULTILATERAL COOPERATION

President Gurbanguly Berdimuhamedov held video conference session of the Cabinet of Ministers where current subjects of the state life have been reviewed.

First, Deputy Chairman of the Cabinet of Ministers G. Mushikov reported on work of the facilities under his supervision, integrated measures for improvement of activity of organizations of financial and economic sector.

The Vice-premier reported that control of the rates of investment projects as well as reformation of the leading branches of the economy is carried out. Aspects of realization of the Concept of digitization were separate subjects of the report.

Summing up the report, the Head of the State noted that programme and targeted form of planning of the economy, which is used for achievement of positive results, allows optimizing the main priorities of development, their stages, resources and mechanisms of realization.

The focus has been made on importance of monitoring of activity of all spheres as well as on development of measures for further improvement of activity of structures under the Deputy Chairman of the Cabinet of Ministers.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the situation in the branches under his supervision and measures for modernization of oil and gas industry.

The Vice-premier has also reported to President Gurbanguly Berdimuhamedov about work for improvement of the structure of Geological Fund of Turkmenistan, its formation and use of data.

It was mentioned that activity related to geological study, use and protection of subsoil, production of natural reserves are regulated by the Law of Turkmenistan on Subsoil, which states that use of geological information is determined by the Cabinet of Ministers of the country.

In this regard, Draft Structure of Geological Fund of Turkmenistan and its formation, order of record keeping and use of data has been developed.

This document regulates subjects related to collection and compilation of geological data including reports on all geological, geophysical, hydrogeological works and other works, photo images and graphic materials. It is also intended to improve the order of use of the Fund’s data, records and systematization on electronic media.

Summing up the report, President Gurbanguly Berdimuhamedov noted that social and economic programmes and plans of provision of dynamic rates of development and diversification of national economy require the expansion of mineral and resource base of oil, gas, chemical, ore mining and other industries.

At the same time, it is important to provide integrated, scientifically based approach to study and efficient and rational use of colossal natural reserves of the country, the Head of the State highlighted, having given specific instructions to the Vice-premier.

The President of Turkmenistan ordered to activate works for implementation of modern electronic technologies to different spheres of oil and gas complex as well as for finding of new deposits of oil, gas and other natural reserves.

Having noted the necessity to take proper measures for steadfast fulfilment of objectives outlined in the Programme of development of oil and gas industry until 2030, the Head of the State requested the Vice-premier to continue dialog with foreign partners on beneficial cooperation in realization of perspective projects and attraction of investments.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal field works in the regions of the country. It was reported that necessary organizational measures aretaken for uninterrupted work of agricultural equipment, provision of farmers with high quality seeds in order to conduct cotton sowing as per set timeline.

Mineral fertilization and vegetation irrigation are carried out at the fields under winter crops according to agricultural technical standards. At the same time, active preparation to wheat harvest is ongoing. It includes preparation of reception facilities, harvesters and vehicles.

Draft Resolution on production of 82,400 tons of rice this year has been presented to the Head of the State for review. Total, it is planned to sow 18,300 hectares of land. It is planned to produce 35,000 tons of rice from 8,100 hectares in Dashoguz Velayat, 47,400 tons of rice from 10,200 hectares in Lebap Velayat.

Having listened to the report, President Gurbanguly Berdimuhamedov ordered the Vice-premier to hold quality sowing of the cotton under permanent control. The Leader of the national highlighted that this agricultural campaign is very important for further improvement of potential of agricultural complex, provision of textile industry with valuable feedstock and enhancement of export potential of the country.

The Head of the State ordered to prepare thoroughly to coming crop harvest season, having paid special attention to creation of proper conditions for productive work of farmers.

Continuing the subject, President Gurbanguly Berdimuhamedov has focused on strengthening of food independence, provision of various food basket of Turkmenistan citizens by comprehensive development of agricultural complex, establishment of production of wide variety of import substitutive products.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev reported on the situation in the spheres under his supervision as well as on the rates of construction of big facilities planned to be opened this year.

After, the President called Minister of Industry and Construction Production S. Berdimuhamedov who reported on work for increment of production output of industrial structures, scientifically based development of ore reserves according to time requirements, increment of volumes and variety of production of local construction materials.

The report on practical work for fulfilment of assignments on study of capabilities of use of non-ore materials, which are available in the country, in production of decoration construction materials has been presented.

Thus, limestone blocks and stones discovered at Gaýly, Düzmergen and Şagadam deposits are processed by Türkmenmermer Closed Joint Stock venture and used for production of quality granite and marble slabs, which are distinguished with good appearance and high density.

Samples of granite and decorative stones from the above mentioned pits have been presented to the Head of the State. Due to good parameters and rich colours, it will be used in decorating construction works, exterior and interior finishing of buildings.

It was informed that limestones of red and pink colour from Gaýly deposit located near Turkmenbashy, Balkan velayat would be used for decoration interior and exterior walls of buildings.

Düzmergen deposit is located 10 km northeast from Balkanabat. This type of limestones in yellow white and light brown colours can also be used for interior decoration.

Şagadam granite and tuff deposit is located at the plateau with the same name in Turkmenbashy. Green and grey stones produced at this deposit will be used for decorative and finishing works.

Having listened to the report, President Gurbanguly Berdimuhamedov focused attention of the Vice-premier on the necessity to provide strict control of the course and quality of construction of different facilities.

Speaking of importance of measures for steadfast development of national construction industry, the Head of the State ordered the Minister of Industry and Construction Production to study in detail and elaborate on opportunity to increase production capacity of existing facilities and opening of new facilities specialized in making of production required in local and meeting high international quality standards.

The Head of the State noted that measures for industrial development of local deposits of natural reserves, expansion of variety of construction materials and arrangement of making of new products would give significant impulse to development and modernization of the industry.

Having noted that activity of the ministry would serve to rapid realization of adopted government programmes of industrialization of the country until 2030 and social economic development of the country in 2020 – 2025, President Gurbanguly Berdimuhamedov gave instructions for compliance with timeline specified in these documents.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on measures for development of transport and logistic system.

The Vice-premier informed that agencies of the structure of transport and communication complex have made analysis of relative works for increment of cargo turnover and enhancement of capabilities of transport and transit corridors.

It was found out that majority of transit cargo transportation by roads were carried out in Turkmenbashy International Seaport – Uzbekistan, Altyn Asyr (Etrek) – Kazakhstan and other directions. In this regard, opportunities of further expansion of transit potential of the port are reviewed.

Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that steadfast integration to the world transport system and further expansion of infrastructure along the main roads, connecting routes and hubs in East – West and North – South directions.

Advanced infrastructure of Turkmenbashy International Seaport is able to satisfy not only existing but also future demand by quality proposal and quality service. Its exiting to full capacity will lead to strategic changes in logistic chains of continental cargo transportation, where Turkmen transit terminals would be important hub as the most optimum for shortest and beneficial routes, the President highlighted and ordered the Vice-premier to put all efforts for further realization of plans. Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on fulfilment of assignments for expansion of geography of supplies of national production to foreign countries and saturation of local market as well as presented proposals for provision of facilities of the Ministry of Textile Industry with raw materials.

Specialist of the Ministry of Finances and Economy, Ministries of textile Industry, Agriculture and Natural Protection have made initial calculations of cost of cotton production taking into account the situation in the world market due to the increment of procurement government prices on cotton

Having listened to the report, President Gurbanguly Berdimuhamedov noted importance of development and implementation of technological innovations at the facilities of textile industry of the country, increment of trade in this segment and provision of keeping of high level of production together with raw material supply.

The Head of the State has also focused on training of qualified specialists for the industry, expansion of variety of production by introduction of new textile products and gave specific assignments to the Vice-premier in this regard.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on preparation to XII scientific conference “Turkmen Horse and the World Horse Breeding Art”, which is timed to National Turkmen Horse Holiday and on organization of presentation of archaeological findings discovered during 2020 spring expedition.

It was mentioned that number of findings with images of Turkmen horse were the results of spring seasonal excavations and scientific studies. Having demonstrated the findings on video slides, the Vice-premier informed that they have been prepared to handover to museum fund after relative restoration and study. Presentation and exhibition of these priceless artefacts are planned to be held under XII scientific conference “Turkmen Horse and the World Horse Breeding Art”.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the currency of study and popularization of ancient history and rich national heritage in the world.

Thus, scientists from all over the world are unanimous in the opinion that the country of Margush, which centre was Gonur-depe, together with Ancient Egypt, India, China and Mesopotamia, is one of the first initial centres of the world civilization where trade and cultural international relations have been formed up.

Collected national values and historical experience are the greatest heritage, which we have to pass to current and future generations, the Head of the State said. The President of the country noted the necessity of efficient use of equipment and facility base and profile infrastructure of cultural sphere, which has been made for the last few years, including the capabilities of national artificial satellite, digital television, libraries, museums and theatres, among immediate measures.

Old and latest archaeological surveys indicate antiquity of horse breeding traditions of Turkmens, Turkmen leader has noted and gave directions for high organizational level of presentation and exhibition and other celebration events in honour of ahalteke horses.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on work for inclusion of the universities of the country into the list of prestige high educational facilities of international level.

It was mentioned that working commission, which includes specialists of the Ministry of Education, Foreign Ministry and Ministry of Justice, has been formed for study of this subject and for improvement of the sphere of high professional education.

Having studied all criteria specified by international organizations for inclusion of educational facilities into this list, the commission prepared the Plan of Measures for inclusion of universities of our country into the list of high educational facilities of international level until 2024.

According to this document, the universities will have to undergo international accreditation, establish international academic activity and to implement innovative methods into educational and scientific activity based on the achievements of the world science.

In addition, it is planned to work on improvement of profession level of personnel of scientific and educational spheres as well as on gradual transit of high educational facilities to self-supporting system with study on commercial basis.

Having highlighted the necessity of activation of introduction of world educational standards to high schools, the President noted that improvement of the system of national education has always been and remains to be the main priority of the government policy.

Having noted that inclusion of universities of Turkmenistan into the list of prestige high educational facilities of international level would aim younger generation of Turkmen citizens to active acquisition of new knowledge and modern technologies, the Head of the State gave specific assignments to the Vice-premier for activation of work in this direction.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on measures for realization of the Programme of development of foreign economic activity of Turkmenistan in 2020 – 2025.

Plan of activities, which are to be carried out during this year, has been approved, Coordination Commission for control of its implementation has been established for its efficient realization. Results of work for the first quarter of the year and proposals have been made for expansion of foreign economic relations of our country, which was held in the Foreign Ministry on April 15.

In particular, directions of development of cooperation with international organizations and financial institutes under this Programme have been reviewed. In this context, it was mentioned that session of the Government Commission for study of subjects related to joining of Turkmenistan to the World Trade Organization was held in the Foreign Ministry on April 15.

At the same time, working video conference session has been held under the cooperation with the UN Economic Commission for Europe for discussion of issues on improvement of transport systems of Europe and Asia as well as international legal base of development of logistic corridors. Opportunity of joining of Turkmenistan to number of profile international documents has been reviewed at the session.

In addition, it is planned to organize video conference on initial introduction of electronic documents for registration of vehicles and cargo brought into the country and crossing its territory on transit have been held together with International Road Transport Union on April 23.

Projects implemented with the UN Conference for Trade and Development (UNCTAD) are worth to be mentioned under the partnership with specialized structures of the United Nations. For example, it is planned to have multilateral video conference consultation on establishment of the Single Window System in all customs points of Turkmenistan by ASYCUDA World system, which is implemented in cooperation with the UNCTAD and related departments of our country.

Continuing the report, the Vice-premier, Foreign Minister has also reported to President Gurbanguly Berdimuhamedov on actual measures for strengthening of cooperatn with international financial institutes. In this regard, importance of talks with representatives of Fitch Ratings International Agency in the aspect of definition of financial rating of our country in the world coordination system has been noted.

At present, proposal for receiving of own rating by Turkmenistan has been developed and work for signing of relative agreements with the Agency is carried out.

It is planned to have the session of joint Turkmen – Uzbek group for international automobile communications this month.

It was reported that working meeting with participation of ambassador of Turkmenistan, Georgia and the Republic of Azerbaijan on the project of Caspian – Black sea transport corridor would be held in the foreign Ministry Romania on February 18.

Agreement on video consultation of the specialists on the project of four-side intergovernmental Agreement on establishment of Caspian – Black Sea transit and transport routes in the first half of May this year has been reached during the meeting.

Connection to stable transport system of seaports of Turkmenistan and Georgia was reviewed on the level of relative government authorities of both countries.

It is planned to have video conference talks between Japanese Bank for International Cooperation and the State Bank of Foreign Economic Affairs of Turkmenistan to discuss the implementation of priority projects.

It was also noted that from the beginning of the year, profile departments of our country and foreign partners have signed number of documents on the main directions of the economy and work for their implementation is carried out.

Measures for wide introduction of economic potential of Turkmenistan to foreign investors and trade partners are taken on regular basis.

Summing up the report, President Gurbanguly Berdimuhamedov noted importance of further work for expansion of foreign economic activity of Turkmenistan, development of beneficial cooperation with all interested partners, for which significant potential is available.

Speaking of this, Turkmen leader highlighted the necessity of search for new formats of cooperation, entering of new joint projects both in the main branches of the economy and in its innovative sectors.

Course toward industrialization, formation of high technology diversification of the industry producing competitive goods, which will make capabilities for increment of export volumes of national products demanded in the world market, is a priority for our country.

Wide perspectives for efficient cooperation are available in private sector where it is necessary to take gradual measures for activation of direct contacts between business structures, the Head of the State noted.

Continuing the subject, the President highlighted that ramified transit, transport and logistic infrastructure providing stable cargo transportation in different directions, where Turkmenistan made number of specific proposals, is one of the most important factors of development of trade and economic relations.

Summing up what was said above, the Head of the State gave relative assignments for steadfast realization of the above-mentioned Programme to the Vice-premier, Foreign Minister.

Continuing the session of the Cabinet of Ministers, the Head of the State focused on number of the utmost objectives.

The President noted that it is necessary to take systematic measures for support of stable rates of social and economic development of Turkmenistan. At the same time, it is important to improve mechanisms stimulating processes of diversification of the branches, expansion of list of competitive goods and export.

The Head of the State has focused on the necessity of measures for increment of production volumes and improvement of quality of petroleum products as well as increment of their export.

Having highlighted that transport sphere plays important role in solution of objectives of provision of stable development under modern conditions, the Head of the State gave instructions on expansion of capabilities of transport and logistic system.

Modernization of construction industry was outlined among the main directions in new future. In this regard, the Head of the State ordered to hold under control acceleration of rates of work in this sphere and increment of volumes of production of construction materials with application of advanced technologies and innovations.

The President has also directed to provide high level of organization of National Turkmen Horse Holiday.

Finishing the session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished big success in work to all participants.
