WORKING VIDEO CONFERENCE SESSION: SOCIAL AND ECONOMIC ISSUES, PREPARATION TO THE 25TH ANNIVERSARY OF NEUTRALITY
President Gurbanguly Berdimuhamedov held video conference session with participation of hyakims of the velayats and Ashgabat. Priorities of integrated development of the regions of the country as well as preparation to the 25th anniversary of Turkmenistan’s neutrality were discussed at the session.
First, the Head of the state called Hyakim of Ashgabat Ya. Gylyjov who reported on work for development of the city and support of cleanness of the capital, care of plantations.
Information about rates of construction of facilities planned to be opened by the 25th anniversary of the country, planned cultural events has been presented in the report. It was also informed about preparation to the programme of celebration of the Day of Culture and Art Personnel as well as the Day of Magtumguly Poetry, organization of cultural sessions in the capital.
Summing up the report, President Gurbanguly Berdimuhamedov noted that it is necessary to pay special attention to provision of high level of events on occasion of remarkable dates, which are very important in life of the country. Instruction ofnaccelerations of work rates at the facilities planned to be opened on occasion of the 25th anniversary of neutrality of Turkmenistan have been given.
It is necessary to hold the issues of improvement of ecological situation in the capital under strict control, to develop green massifs and park zones, Turkmen leader noted. Having pointed out law rates of construction of certain facilities, President Gurbanguly Berdimuhamedov expressed discontent with work of the Hyakim and demanded to organize work on proper level.
Further Hyakim of Ahal Velayat Ya. Gurbanov reported on the situation in the region, expanded major measures for grain harvest campaign in short period, care of the fields under cotton. The Hyakim has also reported on development of the plan of high-level provision of timely execution of assignments given by the Head of the State during working trip to the velayats.
It was mentioned that coordinated work involved in the harvest has been organized. Special attention is paid to preparation of lands after the wheat to the plantation of other crops and effective operation of agricultural equipment. Inter-row cultivation and mineral fertilization are carried out at the cotton fields according to agricultural standards.
The head of the regional administration has presented information about events planned to be held in the velayat on occasion of the Day of Cultural and Art Personnel and the Day of Magtumguly Poetry.
Having listened to the report, President Gurbanguly Berdimuhamedov requested to take necessary measures in order to conduct harvest campaign in the region on proper level, to collect all produced yield in short period and without loss, to provide maximum involvement of harvesters and transport, uninterrupted work of grain reception facilities and settlement of payments to the tenant for delivered grain.
It is necessary to collect the harvest of potato, onion and other vegetable and cucurbitaceous crops, which were planted in spring, to provide storage in cold stores, the Head of the State noted, having ordered to provide sowing of autumn potato, onion and other crops.
Turkmen leader has also demanded to hold the rates of construction of facilities, provision of their high quality and timely commissioning under strict control.
Video conference session was continued with the report of Hyakim of Balkan Velayat T. Atahalliyev who reported on work carried out in the etraps of the region.
The Hyakim has also reported on fulfilment of assignments given by the Head of the State during his working trip to the velayat including on acceleration of rates of the harvest campaign and organization of other agricultural works. It was mentioned that uninterrupted reception of the grain, timely settlement of payments to the farmers for delivered product are under permanent control.
The head of the western region reported on agricultural activities at the fields under cotton, measures for completion of sowing of sugar beet in the set period. At the same time, work for reaping potato, onion and other vegetable and cucurbitaceous crops is continued.
In the report, the President was informed about the situation at the facilities under construction in the region as well as about preparation to events on occasion of coming remarkable dates including celebration of the 25th anniversary of permanent neutrality of Turkmenistan.
Having listened to the report, the President of Turkmenistan noted importance of arrangement of works for organized conduct of the harvest and sowing of sugar beet according to agricultural standards. It is necessary to take relative measures for qualitative care of cotton, having involved agricultural equipment and inventory in full scale.
At the same time, it is necessary to carry out integrated agricultural works at the fields released after the grain harvest, to hold efficient use of agricultural equipment under strict control, the President said, having focused on the necessity of timely reaping of grown vegetable crops.
Having highlighted the subject of construction of various facilities, which commissioning is timed to the 25th anniversary of neutrality of the country, the Head of the State demanded to hold acceleration of rates of construction and provision of high quality under strict control.
During working video conference session, the President of Turkmenistan has reprimanded Hyakim of Esenguly etrap, Balkan Velayat A. Esenov for unsatisfactory performance of his duties with the last warning to correct admitted deficiencies as soon as possible.
Having signed relative document, the Head of the State has sent it to the Hyakim of the velayat by electronic document management system. The President has also given number of instructions for successful solution of set objectives to the Head of regional administration.
In his turn, Hyakim of Dashoguz Velayat N. Nazarmyradov reported on works expanded in the region, measures for completion of the harvest campaign in set period, improvement of care of cotton as well as on increment of productivity of potato and other vegetable and cucurbitaceous crops.
At the same time, the report on fulfilment of directions given by the Head of the State during his working trip to the northern region of the country for execution of the plan of wheat production, on start of ploughing works at the fields released after the harvest of winter crops has been presented.
The Head of the regional administration has also reported on the events organized under the Week of Culture.
Summing up the report, President Gurbanguly Berdimuhamedov has focused on importance of acceleration of work rates at the agricultural fields of the region, especiallu acceleration of rates of grain harvest campaign.
In this case, it is necessary to involve all technical fleet, grain harvesters and vehicles, to the full extent, to provide uninterrupted operation of grain reception facilities as well as timely settlement of the payments with tenants, Turkmen leader highlighted.
In addition, it is necessary to carry out ploughing of land released after winter crops immediately using agricultural equipment efficiently. Agricultural standards have to be followed during care of the cotton fields, its inter-row cultivation and mineral fertilization.
Care of the field under rice has to be taken in set period and according to set standards, the Head of the State pointed out, having addressed the Hyakim with number of directions on this account.
The Week of Culture in the velayat timed to the Day of Cultural and Art Personnel as well as the Day of Magtumguly Poetry has to be interesting and filled with unforgettable events, the President noted.
At the same time, facilities under construction in the velayat have to be under permanent control, Turkmen leader said, having demanded to pay utmost attention to quality and timely completion of construction works.
Further, Hyakim of Lebap Velayat Sh. Amangeldieyv reported on the measures for conduct of the grain harvest campaign expanded at present in agricultural fields of the region, major work carried out for successful fulfilment of assignments of the Head of the State given during his working trip to the velayat.
It was informed that together with the grain harvest, ploughing of lands released from the wheat is carried out. Preparation of lands to new sowing season is carried out, all efforts are put for completion of the rice sowing in designated period. Work for care of the cotton is continued.
Reaping of potato, vegetable and cucurbitaceous crops is continued in the region at high rates. It was informed about acceleration of construction rates of facilities planned to be put into operation on occasion of the 25th anniversary of Turkmenistan’s neutrality. In addition, celebration events are held in the velayat on occasion of the Day of Cultural and Art Personnel as well as the Day of Magtumguly Poetry.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that it is necessary to hold subjects of integrated development of the region under permanent control.
Having focused on organization of seasonal agricultural works on high level, the Head of the State demanded to provide coordinated operation of all structures involved in the harvest. Timely settlement of payments to the grain producers, care of the fields under cotton remain among important requirements. At the same time, it is necessary to complete the rice sowing according to set agricultural terms.
Speaking of completion of harvesting of potato and other vegetable and cucurbitaceous crops, their sale and storage in cold stores, the President of Turkmenistan gave instruction to sow autumn species of potato, onion and other crops on time.
President Gurbanguly Berdimuhamedov stated that despite rich harvest of wheat produced in the velayat, the work in Farab, Charjew and Dovetly etraps is not organized on proper level.
In this regard, the Head of the State has reprimanded Hyakims of Charjew etrap J. Masharipov, Dovletly etrap B. Gylyjov and Farab etrap H. Metkuliyev for deficiencies admitted in their work with the last warning to correct admitted failures.
Hyakim of Mary Velayat D. Annaberdyev reported about the situation in the velayat, measures for organized and qualitative collection of the grain, work for care of the fields under cotton.
The report on fulfilment of assignments on acceleration of the rates of agricultural works and fulfilment of the plan of wheat production given by President Gurbanguly Berdimuhamedov during his working trip to the velayat has bene presented.
It was also informed about agrarian activities carried out at the fields released after the harvest of wheat, care of cotton, inter-row cultivation as well as about sowing of sugar beet.
In addition, Hyakim reported on works for celebration of glorious dates, provision of high organizational level of planned events carried out in the etraps of the velayat.

It is necessary to organized reaping of potato and other vegetable and cucurbitaceous crops as soon as possible, the Head of the State said, having demanded to stat sowing of autumn species of these crops on time.
The President of the country has noted that it is necessary to prepare comprehensively to celebration of the Day of Cultural and Art Personnel and the Day of Magtumguly Fragi Poetry, having ordered to organize planned events on high level. At the same time, it is necessary to hold situation at the facilities under construction in the velayat under permanent control.
