SESSION OF THE GOVERNMENT: NEAR-TERM OBJECTIVES, PREPARATION TO THE SESSION OF CONSTITUTIONAL COMMISSION AND NEW EDUCATIONAL YEAR

President Gurbanguly Berdimuhamedov held video conference session of the Cabinet of Ministers dedicated to outcomes of work of the Government for seven months.

Having announced the agenda, the Head of Turkmenistan gave floor to Deputy Chairman of the Cabinet of Ministers G.Mushikov who reported on macroeconomic indicators for January – July, which show stable growth in all branches.

The growth of the GDP has been provided on the level of 5.7 percent for seven months of the year. Comparing with the same period of the last year, the production has increased by 4.4 percent.

The volume of retail trade has grown by 19.3 percent in January – July comparing with the same period of 2019. The revenue of the State budget has been executed by 108.6 percent while the expenditure part by 94.2 percent for seven months.

Average salary wages in big and medium facilities is 10.5 percent higher comparing with the same period of the last year. Salary payments, pensions, state allowances and student scholarships have been financed on time. Construction of various buildings and facilities has been carried out under realization of new edition of National rural programme.

Having listened to the report, President Gurbanguly Berdimuhamedov expressed discontent with the level of work for improvement of activity of financial and economic complex. It was mentioned that it is necessary to hold implementation of relative programmes under permanent control.

The Head of Turkmenistan has focused on the fact that control of implementation of the state programmes of development of branches is not implemented on proper level and gave relative instructions on this account.

Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the results of work carried out by the spheres under his supervision for seven months under implementation of the Programme of development of oil and gas industry until 2030.

It was reported that plan of production of oil and gas condensate has been fulfilled by 102.4 percent, pan of production of natural and associated gas by 101.6 percent, export of gas by 100.4 percent, oil refinery by 103.7 percent, gasoline production by 102.3 percent, diesel fuel by 106.9 percent. The growth rate of production of liquefied gas was 118.4 percent, developed investments – 106.7 percent.

Having focused on the main objectives of oil and gas complex, the President addressed the Vice-premier with number of specific assignments for taking of necessary measures for successful solution of objectives related to proper organization of activity of the structures under his supervision and introduction of innovative technologies and digital system.

Turkmen leader highlighted that our country has rich resources. Having focused on the necessity of construction of new plants for processing of raw materials, the Head of the State noted the importance of relative measures in this direction as well as modernization and rearmament of existing facilities.

At the same time, it is necessary to carry out training of qualified specialists for work in modern production facilities and to increase their professional level. It would give an opportunity to open new working places and increase volumes of export oriented production, President Gurbanguly Berdimuhamedov said. The Head of the State has also requested to accelerate the construction of Turkmenistan – Afghanistan – Pakistan – India gas pipeline.

Further, Deputy Chairman of the Cabinet of Ministers B.Ovezov reported on the outcomes of activity of the branches under his supervision for seven months as well as on works carried out in Avaza National tourist zone. Production plan of transport and communication complex has been executed by 113.1 percent in January – July.

The growth rate of Türkmenawtoulaglary Agency is equal to 104.5 percent, Türkmendemirýollary Agency – 117.1 percent, Türkmenhowaýollary – 56.6 percent, Türkmendeňizderýaýollary – 113.2 percent comparing with the last year.

The plan of cargo and passenger transportation by road, railway, air and maritime transport has been executed by 104.6 and 102 percent respectively. The plan of cargo turnover was fulfilled by 106.4 percent. The growth rate of Türkmenaragatnaşyk Agency has reached 109.6 percent.

Continuing the report, the Vice-premier reported that according to the request of the Head of the State, maintenance work of engineering and technical systems has been carried out at number of facilities of health and resort system, their territory has been developed and roads have been reconstructed.

Summing up the report, President Gurbanguly Berdimuhamedov pointed out the necessity of establishment of the Centre of Geoinformation in the country as well as introduction of digital systems in the cities. It was mentioned that this work has to be started from Ashgabat. It is necessary to digitize engineering networks, buildings and land plots and to take measures for development of 3D model of the city.

The establishment of the Centre of Geoinformation will allow determining the load of engineering systems, forecasting and modelling coming urban construction works, forming up important database of empty land plots, the Head of the State continued. Conditions for rational use of land, detection of their inappropriate use and fulfilment of other works would be provided, the President of Turkmenistan highlighted, having requested the Vice-premier to take proper measures in this direction.

Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the outcomes of work in the structures of trade and textile branches as well as entrepreneurship sector in January – July of the year.

Total volume of trade by the Ministry of Trade and Foreign Economic Relations was 20.1 percent comparing with the same period of the last year. Volume of production made by the facilities of the Ministry of Textile Industry has increased by 2.2 percent.

Total production volume of Türkmenhaly State Association has increased by 21 percent. The State Commodity and Raw Material Exchange has held 155 trade session and entered into 15,124 contracts for the past seven months.

Total volume of services provided by the Trade and Industrial Chamber has increased by 6.9 percent in monetary equivalent. 4 exhibitions and 16 video conference sessions have been held for the period under review.

Volumes of industrial production of the Union of Industrialists and Entrepreneurs have increased by 9.6 percent in January – July while the volumes of agricultural and food production by 36.3 percent.

The Vice-premier has also reported that 410 mobile shopping outlets selling school commodities and stationaries have been opened in the capital and regions since August 10. It is planned that school fair will last until September 5.

Having listened to the report, President Gurbanguly Berdimuhamedov requested to hold under permanent control the provision of population with necessary consumer goods, especially with food production. Having ordered to take additional measures if it is necessary, the Head of the State gave specific assignments to the Vice-premier.

Having requested the Union of Industrialists and Entrepreneurs to develop and present for review the programme of construction and establishment of small, medium and big enterprises for import substitutive production as soon as possible, the President noted that it would allow opening new and keeping available working places for entrepreneurs and citizens.

Deputy Chairman of the Cabinet of Ministers Sh.Durdyliyev reported on the results of activity of construction industrial and energy complexes, the State Concern Türkmenhimiýa and capital’s administration under his supervision for the past seven months of the year.

The growth rate of production and services in sphere of construction and industry was 121.9 percent. The Plan has been executed by 114.7 percent. The plan of works of the Ministry of Construction and Architecture for the period under review has bene fulfilled by 107.9 percent with the growth rate of 106.9 percent.

The production and work plan of the Ministry of Industry and Construction Production was executed by 106.3 percent with the growth rate of 107.9 percent. The production, works and service plan of the Ministry of Energy was fulfilled by 114.4 percent with the growth rate of 121.7 percent.

The growth rate of energy production was 111.9 percent for the period under review and the plan was accomplished by 104.3 percent. The State Concern Türkmenhimiýa has fulfilled the plan by 128.2 percent for seven months of the year. The growth rate was 159.5 percent.

The work and service plan of Ashgabat administration has been executed by 114 percent with the growth rate of 104.3 percent.

Having listened to the report, the President requested the Vice-premier to enforce the control of works at the facilities under construction in the country. Due to the situation in global economy, the Head of the State has requested to review the turn of construction of all planned facilities according to their importance, having focused on priority of social facilities.

Having requested to make amendments of the construction programme until 2021 and to develop investment programme, President Gurbanguly Berdimuhamedov noted that in this context special attention has to be paid to strengthening of potential of construction industry.

It is necessary to achieve coordinated development of all production facilities for complete provision of requirements of national construction complex, the Head of the State highlighted, having pointed out the necessity of accelerating the rates of construction of accommodation buildings, settlements and especially administrative center of Ahal Region.

Despite existing difficulties, it is necessary to continue working on establishment of energy ring inside the country as well as on construction of Turkmenistan – Afghanistan – Pakistan power line, President Gurbanguly Berdimuhamedov said.

Having focused on importance of attraction of more investments to construction and industry, the Head of the State demanded the Vice-premier to analyze what was said above and make relative conclusions.

Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the outcomes of activity of the branches under his supervision for seven months, agricultural reforms and seasonal field works in the regions and situation in livestock farming sphere.

The growth rate of total production volume of agricultural complex was 113.2 percent. This indicator of the Ministry of Agriculture and Natural Protection has reached 114.2 percent, the State Water Management Committee p 104.6 percent, the State Association Türkmen atlary – 104.1 percent.

At present time, care of cotton is carried out according to agricultural and technical requirements in the regions. At the same time, ploughing works are carried out in the fields, which are planned to be sown with wheat. Preparation of agricultural equipment, which will be used in sowing campaign, as well as seeding material is carried out.

Draft Resolution, according to which it is planned to allocate 690,000 hectares of land and produce 1,400,000 tons of wheat in Turkmenistan in 2020, has been presented to President Gurbanguly Berdimuhamedov for review.

The Vice-premier has also reported on work for increment of livestock and its productivity, provision of the population with sufficient volume of livestock production. It was also reported about prevention of spread of infectious diseases, which is taken due to increased content of dust in wind air currents.

Summing up the report, the President of Turkmenistan addressed the Vice-premier with number of specific instructions. Having noted that cotton harvest campaign is coming soon, the Head of the State pointed out the importance of comprehensive preparation to this campaign.

Having highlighted the necessity to fill markets with local production, Turkmen leader ordered to increase the fields for cultivation of potato, vegetables, cucurbitaceous and other agricultural crops.

It is necessary to accelerate works for introduction of the system of electronic management to agricultural complex for improvement of work productivity and provision of further stable development of the industry. It is also necessary to take immediate measures for development of livestock farming and increment of livestock, the President said.

Turkmen leader has requested to put necessary efforts for activity, which is aimed at prevention of negative impact of harmful dust particle in the air and at prevention of infectious diseases, would have more efficient character.

In this regard, propaganda of proper disinfection, sanitary and other proper measures and educational and explanatory works in this direction on integrated base are very important, the Head of the State highlighted, having given relative assignments to the Vice-premier.

Having signed the Resolution on production of wheat in Turkmenistan in 2021, President Gurbanguly Berdimuhamedov sent it to the Vice-premier by electronic document management system, having addressed certain assignments.

Deputy Chairman of the Cabinet of Ministers P.Agamyradov presented report on the situation in the structures under his supervision and wok for development of educational, scientific, health protection and sport spheres carried out for seven months.

It was mentioned that equipment and facility, educational and methodological bases of educational system are fundamentally modernized. Reforms for improvement of educational plans and programmes, professional qualification of teachers are continued according to national principles and advanced international practice.

Centre of Innovation Information has been established and the Programme of improvement of activity of children pre-school facilities in the sphere of early child development and improvement of preparation of child to school in Turkmenistan in 2020-2025 has been adopted according to the Resolutions of the Head of the State.

Advanced methods are actively implemented, work for opening of the websites of educational facilities and system of electronic document management is actively carried out according to the Concept of transit to 12-year general secondary education as well as the development of the system of digital education and improvement of teaching of foreign languages.

School and university students of the country have successfully competed in subject, project and internet contests where they won number of prizes for the period under review.

Since the beginning of 2020, the Academy of Sciences has coordinated fulfilment of 346 scientific works in priority directions and has reviewed 668 manuscripts. Contest of scientific works has been carried out among the youth of Turkmenistan for the period under review. By the outcomes of the contest, 46 young scientists and students were announced as winners and awarded with prizes.

Reporting on the situation in health protection sphere, the Vice-premier informed that work for construction of specialized diagnostic and treatment centers, hospitals, sanatoriums, improvement of quality of medical services has been successfully continued according to the State Health Programme. Innovative treatment methods have been introduced under joint projects with leading medical scientific and research centers.

Having listened to the report, the President of the country gave specific assignments to the Vice-premier, in particular for permanent control of the preparation to new educational year.

Number of important measures has been provided according to the Concept of transit to 12-year general secondary education. In this regard, the focus has been made on the necessity of full use of capabilities of digital systems for better learning of foreign languages by children. The importance of opening of technical and technological disciplines in schools has been noted.

We have an objective to turn our country into industrially developed state. At present time, when the transit to digital economy is carried out, it is necessary to pay special attention to education of personnel in the most required professions like programme developers, engineers and technologists in national universities.

It is also necessary to arrange work for attraction of students to economically important scientific researches, the Head of Turkmenistan said, having noted the importance of involvement of young Turkmenistan citizens to healthy life style and mass physical training and health improving movement.

Propaganda of healthy dieting, active physical training and various sports is not carried out on proper level, which does not meet time requirements, the Head of the State summed up, having demanded the Vice-premier to analyze the situation and take all measures for its correction.

The President has also ordered to continue scientific and research work for improvement of efficiency of disinfection activities for prevention of negative impact of exogenous factors and combating against dangerous viruses.

Deputy Chairman of the Cabinet of Ministers M.Mammedova has reported on the outcomes of activity of the structures under her supervision in January – July this year.

Various cultural events, exhibitions, meetings, art contests, awareness raising actions, music and song festivals have been held in the country in seven months, relative measures have been take for implementation of the state programmes.

Mass media of the country continued highlighting achievements of the country. Working meetings of the heads and specialists of cultural sphere with experts of relevant international organizations and foreign colleagues have been organized in video conference format. The production plan of Turkmen State Publishing Service has been fulfilled by 105.3 percent.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that it is necessary to improve quality of journalist work, search for modern format of presentation of materials in TV and radio channels.

The Vice-premier was requested to organize widespread explanatory work for digitization of the economy in media. The Head of the State has ordered to develop relative proposals for organization of celebration concerts taking into account current situation.

Having focused on importance of improvement of work of national television, President Gurbanguly Berdimuhamedov noted that steadfast modernization of equipment and facility base of this structure, introduction of modern technologies and digital system are very important in this case.

Having signed the Resolution on procurement of new specialized equipment, the Head of the State sent it to the Vice-premier by electronic document management system, having addressed specific assignments for provision of strict control of solution of objectives following from the document.

Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported about the activity of the Ministry in January – July in the context of implementation of foreign course of neutral Turkmenistan and fulfilment of assignments and objectives given by the Leader of the Nation.

Steadfast work for development of constructive cooperation in bilateral and multilateral format including with international organizations has been carried out in the designated period.

393 various level meetings have been held in video conference format. 69 documents have been signed for improvement of legal base of international relations of Turkmenistan during the year. Contacts between foreign ministries have regular character.

Expansion of productive economic relations is an important vector of foreign strategy of the country. Number of sessions of bilateral Intergovernmental Commissions and other relative structures as well as joint business forums have been held for the period under review.

Summing up the report and addressing the Vice-premier, Head of the Foreign Ministry, President Gurbanguly Berdimuhamedov highlighted the necessity to hold the situation and events in the world under attention. The Head of the State has also requested to develop and present relative proposals for organization of international events and participation of Turkmenistan in this activity.

Speaker of the Mejlis G.Mammedova has informed that 36 documents have been discussed in National Parliament in January – July 2020, 20 laws and resolutions of the Mejlis have been adopted.

At present time, preparation to regular session of the Mejlis of the sixth convocation on August 22 is carried out. Work on the project of the Constitutional Law on Amendments and Addendums of the Constitution of Turkmenistan is continued. Preparation to the session of the People’s Council is also carried out.

Number of video conference meetings and talks has been organized in the Mejlis, deputies took part in 52 seminars for improvement of national legislation. 12 seminars have been held in video conference format.

Addressing the Speaker of National Parliament and vice-premiers, President Gurbanguly Berdimuhamedov has focused on preparation to the session of Constitutional Commission for development and compilation of proposals related to amendments and addendums of the Constitution of Turkmenistan planned on August 19. It was decided to hold the sessions of the Constitutional Commission and People’s Council in video conference format, the Head of the State said.

After, addressing the members of the Cabinet of Ministers and summing up the outcomes of seven months of the year, President Gurbanguly Berdimuhamedov stated that despite the coronavirus pandemic and its negative impact on global economy, current condition of national economy indicates that our independent state continues developing according to adopted programmes.

The growth rate of the GDP is 5.7 percent for the period under review. Construction of big industrial and social facilities is continued in the country. Reformation of science and education, modernization of production facilities are continued under relative plans, President Gurbanguly Berdimuhamedov continued. Market economy is under formation, oil and gas fields are developed.

Construction of Turkmenistan – Afghanistan – Pakistan electrical and communication systems, Turkmenistan – Afghanistan – Pakistan – India gas pipeline is carried out, Turkmen leader continued. Policy of entrepreneurs’ support, which are attracted to the participation in economic reforms, is steadily implemented in the country.

Works for improvement of national political systems are also continued. Amendments and addendums of the Main Law of Turkmenistan are widely discussed, various events are held, the Head of the State noted.

The objectives of this year have been discussed at the session of the Cabinet of Ministers dedicated to the outcomes of the last year and specified in the Programme of the country’s development in 2020-2025. These objectives require fulfilment of many works.

It is necessary to give additional impulse to realization of programmes of import substitution and increment of volumes of production of export oriented production and use all reserves of the branches of the economy efficiently.

Further, the Head of the State has focused on important events, including the events planned to be held on August 31 and September 1 on occasion of new educational year. Next month, we will have the session of the People’s Council and celebrate the main holiday of the country – the Independence Day, and the 25th anniversary of neutrality of Turkmenistan in December. Speaking of this, the Head of the State has requested to provide high organizational level of these events.

It was noted that taking into account current situation, Deputy Chairmen of the Cabinet of Ministers and heads of the regions have to have sessions in video conference format. The heads of ministries and profile departments have to invite only the main specialists to their meetings in compliance with all preventive measures.

Other important issues of the state life, on which relative decisions were made, have been reviewed during the session.

Finishing video conference session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health and big success in work to all participants.
