JOINT PROJECT OF THE EUROPEAN UNION AND THE ACADEMY CIVIL SERVICE COMPLETED ITS WORK

Recently, the final meeting of the steering committee of the joint project of the EU and the Academy of Civil Service under the President of Turkmenistan "Support to building the capacity of civil servants in Turkmenistan" was held at the Yildiz hotel in the capital, at which the results of the work for the reporting period were summed up. Recall that the goal of the joint project is to provide technical and methodological assistance to improve the curriculum and educational process of the Civil Service Academy for the training of specialists and managerial personnel for work in government and local authorities, state and municipal organizations.

This joint project, which started in early 2017, set the task of the phased development and adaptation of the curriculum of the master's course of two-year training in the direction of "Public administration", preparation of modules, work programs (silabuses), as well as conducting thematic seminars for faculty on interactive forms and methods of teaching based on advanced foreign experience and taking into account the national priorities of the socio-economic development of Turkmenistan. Thus, the joint project included two interrelated components that reflected the content and main content of the activities carried out within the framework of the annual work plans.

While the first component was aimed at enhancing the potential of trainees, teachers and specialists, the task of the second was to assist in the development of necessary curricula and plans, conduct a needs and needs assessment to develop a further strategy for the development of the Academy of Civil Service. It should be noted that representatives of the Ministry of Education of Turkmenistan, TSU named Magtymguly, the International University for Humanities and Development and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, which provided advice in the preparation and conduct of trainings, seminars, and round tables.

In general, during the reporting period, within the framework of the joint project, more than 60 training seminars and thematic meetings, 8 meetings of working groups organized in the format of round tables were held to discuss the developed modules for individual academic disciplines. Also, two conferences were held at which were discussed the issues of improving the training system and raising the level of qualifications in the field of personnel policy in the state and municipal service. Through the efforts of the teaching staff, were developed 16 training modules of the master's course "Public Administration".

The main purpose of the master's program is to contribute to the formation of a personnel reserve for an effective system of public administration, regulation of economic processes in a competitive and market environment, as well as training highly qualified personnel for state and municipal services, large corporations, scientific expert centers, educational institutions. A distinctive feature of the master's course is innovation, flexibility and creativity of the educational process.

The advantages of the master's program include: the professional composition of the teachers of the leading departments of the Academy of Civil Service and visiting lecturers-practitioners representing the state sphere, state-owned companies and business organizations who will share the best management experience in the public sector and business.

At the initiative of the joint project, study tours were organized to exchange and study international experience in the field of management, planning, financing and organization of civil service to a number of foreign countries, including Bulgaria, Estonia, Finland, Belarus and Kazakhstan.

The organization in the format of online classes "Summer School" - a short-term training course for the teaching staff, which provided not only an educational program, but also participation in design and research work, the implementation of individual and group exercises with the transition to distance learning. International project experts as lecturers were involved from Germany, the Netherlands, Bulgaria and Slovenia.

Over the course of several days of webinars and discussions, participants mastered five relevant skills necessary for effective pedagogical work in a digital environment:

- data analysis;

- assessment;

- psychology and motivation of online learning;

- organization and design of the educational process;

- planning practice and internships.

Ogultach Soyunova, Candidate of Economic Sciences, Senior Lecturer at the Department of Economics and Finance at the Academy of Civil Service, stressed that in general, the master's program "Public Administration" is aimed at developing the skills of using modern management technologies that can ensure the organization and effective operation of public authorities and local governments. The interactive course will contribute to mastering the mechanisms and technologies that ensure an increase in the efficiency of public administration, the formation of ideas about the work of officials of individual structural units in organizations of various profiles, as well as the style of professional behavior and professional ethics.

Yazmurat Kulyaev, Senior Lecturer of the Department of State and International Law of the Academy of Civil Service, drew attention to the distinctive feature of the training of undergraduates, where, along with the development of managerial, economic and general humanitarian disciplines, there is a significant amount of legal disciplines related to law enforcement and the preparation of legal documents by state and municipal employees. A special role is assigned to the development of information technologies in the provision of legal services and legal advice to citizens through the “Single Window” system.

In conclusion, it should be noted that the direction of training "Public Administration" (master's level) is planned to be opened on the basis of the Academy of Civil Service under the President of Turkmenistan in the new 2021-2022 academic year, which has as its strategic goal the formation and development of a system of general cultural, general professional and professional competencies.
