EXTENDED SESSION OF THE GOVERNMENT: OUTCOMES OF 2019, PRIORITIES OF DEVELOPMENT IN 2020, PERSONNEL CHANGES
President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where outcomes of social and economic development of the country for 2019 have been summed up. The agenda also included objectives for current year and personnel issues.
First, the President gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the outcomes of development of national economy for the last year. It was informed that strategy of fundamental reforms has provided high indicators in all branches. This is visually indicated by the main macroeconomic indicators, especially the stable growth of the GDP.
Information about the results of analysis of fulfilment of planned objectives by the ministries and departments of the country for the period under review has been presented within the report.
Reporting on the course of construction of production, cultural and social facilities in the country, the Vice-premier informed that volume of developed investments from all sources of financing was 35.8 billion manats for 2019.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that he made a decision of the change of the structure of the Government for improvement of efficiency of its activity. Continuing, the Head of the State has released G. Myradov from the post of the Deputy Chairman of the Cabinet of Ministers due to transfer to another work and signed relative document.
Ministers of Finances and Economy B. Bazarov reported on the outcomes of 2019, having informed that stable development is kept in all sectors of national economy.
As of January 1 this year, fulfilment of the revenue of the State Budget of the country was 100.6 percent while the expenditure – 99.9 percent.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov announced on his decision to release B. Bazarov from the post of the Ministers of Finances and Economy due to transfer to another work. The Head of the State has appointed E. Annamuhamedov to the post of the Minister of Finances and Economy, having released him from the post of the Deputy Ministers of this organization and signed relative Order.
Chairman of the State Statistic Committee S. Velbegov reported on economic indicators reached by ministries and department of the country in 2019. In particular, it was informed that comparing with 2018, increment of production volumes has been provided.
High results are observed in non-governmental sector for the economy for the period under review. In general, 65.3 percent in production structure belongs to private business.
Summing up the report, Head of Turkmenistan Gurbanguly Berdimuhamedov has focused on the utmost objectives of the State Statistic Committee. Comprehensive introduction of advanced technologies, formation of digital economy, appearance of new sources of information and growing demands in operative and accurate statistical information set new goals to this structure, the Head of the State noted.
After, Chairman of the Central Bank M. Annadurdiyev reported on the activity of the structure under his supervision in 2019, measures for improvement of their work.
It was informed that comparing with 2018, total volumes of credits granted by the banks of the country have increased by 9.7 percent, by 28.3 percent to non-governmental section and by 11.3 percent to private producers, for the last year. At the same time, 15,844 new working places has been opened due to financed projects.
The report on activities carried out under the formation of electronic infrastructure, including activities related to expansion of banking services, has been presented. It was also informed about new types of banking services introduced in the last year.
Having listened to the report, President Gurbanguly Berdimuhamedov reprimanded Chairman of the Central Bank M. Annadurdiyev for unsatisfactory fulfilment of his duties.
After, the floor was given to Chairman of the Supreme Control Chamber G. Mushshikov who reported on the results of inspections of work for provision of settlements of the country with electricity, gas and water made by the ministries and departments.
Summing up the report, Turkmen leader ordered relative officials to analyse outcomes of inspections and take appropriate measures for correction of deficiencies.
After, President Gurbanguly Berdimuhamedov informed on his decision to appoint G. Mushshikov as the Deputy Chairman of the Cabinet of Ministers supervising economic and financial sphere.
Addressing new Vice-premier, the Head of the State highlighted that he and all officials of financial and economic sphere have objectives for intensive development and digitization of branches, support of stable high growth rates of the economy by its diversification.
At the same time, it is necessary to hold under control realization of the Programme of social and economic development of the country in 2019 – 2025. It is also necessary to develop internal market, having reduced its dependence from export production, the President noted.
This year, we have to start investing big volumes to number of priority directions of national economy, the Head of the State said. One billion manats of capital investments is required for bringing of the main branches to modern technological condition.
It means that investments have to be sent to implementation of digital system into the economy, development of computer equipment, construction industry, maritime and railway transport, agriculture and energy saving technologies.
The President noted that the main objective of banking system remains the same to deter inflation level in set limits, to provide the economy with necessary volume by regulation and control of financial resources.
We have to pay more attention to taking of the measures for effective use of manpower, solution of issues of labour market, to make conditions for realization of their constitutional right for work by the citizens of the country in our government policy, Turkmen leader highlighted.
Having wished success in work to new Vice-premier, President Gurbanguly Berdimuhamedov signed relative documents.
After, the President informed about the decision to appoint D. Durdiliyev as the Chairman of the Supreme Control Chamber, having released him from the post of the Deputy Chairman of this structure.
Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the outcomes of activity of the ministries and departments of industrial and communication complexes in 2019. For the period under review, they have fulfilled production plan by 123.3 percent.
The growth rate of production by the Ministry of Textile Industry has reached 140.3 percent.
For the period under review, the growth rates of production of mineral fertilizers by the facilities of the State Concern Türkmenhimiýa was 152.2 percent.
The growth rate of production and services of the Ministry of Industry and Communication is equal to 107.6 percent.
The growth rates in the sphere of cargo and passenger transportation by road, railway, air and maritime transport was 102.5 and 100.5 percent respectively.
This indicators is equal to 104.9 percent by Türkmensenagat Agency, 129.2 percent by Türkmenawtoulaglary Agency, 103.9 percent by Türkmendemirýollary Agency, 101.3 percent by Türkmenhowaýollary Agency, 185.9 percent by Türkmendeňizderýaýollary Agency, 105.9 percent by Türkmenaragatnaşyk Agency.
Having noted professionalism of Deputy Chairman of the Cabinet of Ministers B. Ovezov and assigned him to supervise the spheres of transport and communications, the Head of Turkmenistan signed relative Resolution.
Having highlighted that the Vice-premier has responsible objective for control of activity of all agencies of this sphere, the President focused on importance of selection of competent personnel and development of the projects of organization of IP centres in Ashgabat and velayats. In this context, President Gurbanguly Berdimuhamedov informed on allocation of 10 million US dollars for conducting of planned works.
It is necessary to continue working on modernization of railway and motor roads, searching investments, building airports, developing communication, training specialists in all directions and receiving international certification, the President ordered. In this context, importance of use of Turkmenbashy International Seaport in full capacity and measures for opening of transport and logistic centres has been highlighted.
President Gurbanguly Berdimuhamedov ordered Deputy Chairman of the Cabinet of Ministers B. Ovezov to report on the outcomes of work carried out in this direction with other Vice-premiers at the session of the Cabinet of Ministers dedicated to the outcomes of the first half od the year.
Continuing the session, President Gurbanguly Berdimuhamedov noted that works for reformation of Turkmenistan into industrially developed state are carried out. Large-scale programmes have been adopted for improvement of social and living conditions of the nation.
Big settlements, administrative centres and cities are built. All of these requires high organization, ability to manage construction works and significant increment of production of construction materials, Turkmen leader stated.
In this regard, the President informed about the decision to appoint Sh. Durdiliyev as the Deputy Chairman of the Cabinet of Ministers supervising construction and industrial complex, having released him from the post of the Hyakim of Ashgabat.
Having signed relative document, the Head of the State highlighted that construction, industry, construction material, energy sphere, Türkmenhimiýa State Concern and Ashgabat will be under the supervision of the vice-premier.
During the session, the Head of the State signed the order on establishment of the Ministry of Industry and Construction Production. The President of Turkmenistan appointed S. Berdimuhamedov as the Head of new ministry, having released him from the post of the Hyakim of Ahal Velayat.
Addressing S. Berdimuhamedov , the President noted that it is necessary to increase production volumes of resources, which have to meet the world standards, for provision of necessary construction materials.
This objective has to be solved by modernization of existing facilities, construction and commissioning of new plants, the President highlighted, having requested to develop the programme of construction for 2020, which would be reviewed and approved in set order.
After, Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the results of activity of construction and energy complexes, municipality sphere and capital administration for January – December 2019 as well as on realization of investment programme of commissioning of facilities in 2020.
The plan of works and services of the administration of Ashgabat has been fulfilled by 104.1 percent with the growth rate of 124.4 percent for the period under review.
The plan of works and services of the Ministry of Construction and Architecture has been fulfilled by 100.3 percent with the growth rate of 105.3 percent for 2019.
The plan of production, works and services of the Ministry of Energy has been realized by 95.1 percent level.
Summing up the report, the President noted that it is necessary to continue working for completion of international project of construction of Turkmenistan – Afghanistan – Pakistan powerline, having reminded that special Department of International Energy Projects has been opened under the Ministry of Energy.
Having highlighted the importance of energy industry in development of the country, the President of Turkmenistan informed on his decision to appoint Ch. Purchekov as the Minister of Energy, having released him from the post of the Deputy Chairman of the Cabinet of Ministers.
After, addressing Vice-premier Sh. Durdiliyev, Deputy Chairmen of the Cabinet of Ministers, Hyakims and other officials, Head of the State Gurbanguly Berdimuhamedov has focused on large-scale programme of construction in 2020.
The volume of capital investments from all financial sources is 40 billion manats. This amount includes construction and modernization of plants and factories, hospitals and medical centres, children pre-school facilities, cultural objects, administrative centres, new settlements and living houses, the President of Turkmenistan noted.
In this context, the Head of the State pointed out the importance of enforcement of control of construction of industrial and social facilities, having ordered Vice-premier Sh. Durdiliyev to provide high quality of works, especially at new construction sites of Ashgabat.
Addressing hyakims of velayats, cities and etraps, the President ordered to pay special attention to maintenance of streets, parks and squares, their lighting in proper in proper condition as well to provision of order.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev was requested together with hyakims to prepare proposals on this account and to report on it at the session of the Cabinet of Ministers.
Continuing the subject, the Head of the State has focused on construction of Turkmenabat – Ashgabat – Turkmenbashy highway.
Speaking of coming 30th anniversary of independence of the country, the President made proposal on construction of the monument in honour of this remarkable event in order future generations to remember it.
It is appropriate to build 300 meter stela at the highest point, the Head of the State said, having requested Vice-premier Sh. Durdiliyev to prepare the project of the Monument and to announce the tender of construction in the nearest time. This monument has to be built by the celebration of the 30th anniversary of independence, Turkmen leader highlighted.
During the session, President Gurbanguly Berdimuhamedov signed the Resolution on approval of the 2020 Investment Programme, having wished big success in its implementation to everyone.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the outcomes of work in the structures under his supervision in 2019.
The total rate growth of trade of the Ministry of Trade and Foreign Economic Affairs was 21.2 percent for the period under review.
The State Commodity and Raw Material Exchange has held 251 trade session and registered 31,056 contracts for the last year. Total volume of income was 44.6 percent more.
Volumes of services of the Trade and Industrial Chambers have increased by 48.6 percent while the income has increased two times in 2019.
Companies of the Union of Industrialists and Entrepreneurs produced 41.5 percent more of industrial production, 28 percent more of agricultural and food production in than in 2018.
Volume of export of food products made by non-governmental sector has grown by 66.2 percent, industrial production by 11.2 percent.
Having listened to the report, the President noted that he took decision on establishment of Türkmenhaly State Association. The Head of the State has appointed O. Ishanguliyeva who has big experience in this field to the post of new association.
The Ministry of Textile Industry and Türkmenhaly State Association have been transferred under authority of Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov for improvement of work related to export of national production and according to relative document.
Continuing the session, the Head of Turkmenistan has focused the attention of the Vice-premier and heads of structures under his supervision on increment of trade, measures for expansion of supply of national production to foreign market. In this context, the Head of the State informed on the decision to make new structures of the Cabinet of Ministers.
Having signed relative documents, the President demanded the Vice-premier and officials of the trade complex of the country to keep the rates of works for establishment of modern profile infrastructure.
Having noted that international conferences related to trade would be held this year in the country, the President requested to organize fair exhibitions with participation of foreign countries under the conferences.
The Head of the State has also highlighted the importance of work for opening of trade representatives and joint ventures for promotion of national production in foreign countries.
Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the outcomes of work for implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030 carried out in 2019.
Information about the indicators reached in the sphere of oil and gas condensate, natural and associated gas production as well as export of petroleum products and gas, development of investments has been presented.
It was mentioned that plan for oil refinery has been executed by 100.8 percent, gasoline production by 100 percent, diesel fuel by 101 percent, liquefied gas by 102.8 percent.
Having expressed discontent with work of Vice-premier M. Meredov, the President has reprimanded him for unsatisfactory performance of his duties and deficiencies admitted in his work.
The Head of the State has also reprimanded the Advisor of the President of Turkmenistan on oil and gas affairs Ya. Kakayev for unsatisfactory fulfilment of his duties, deficiencies admitted in his work, having given the last warning to correct admitted deficiencies as soon as possible and signed relative Resolutions.
Addressing Vice-premier M. Meredov and officials of oil and gas complex, the President made number of remarks to their address. It was mentioned that low rates of development of new deposits and overhaul of existing wells with low production, inefficient works are the main reasons of bad indicators of the complex. The Head of the State has focused on elimination of all deficiencies by attraction of investments and demanded to increase oil production.
After, Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on results of activity of the sphere under her supervision for the last year.
Big events have been held both inside the country and abroad in the last year. It includes scientific and practical conferences, festivals, exhibitions, cultural meeting, theatre performances, song and music concerts.
Ashgabat hosted XIV Forum of Cultural and Scientific Personnel of the CIS countries, IV Vienna Ball and concert of joint Turkmen – Austrian Symphonic Orchestra, III International Festival “Theatre Art in the Epoch of Happiness”.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov noted that the structures under her supervision do not work on proper level.
The Head of the State has reprimanded Vice-premier B. Abdiyeva for unsatisfactory performance of her duties, loss of control of activity of the ministry and lower organizations.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the results of activity of the structures under his supervision in 2019. Information about fulfilment of scientific works in scientific and research institutes and high educational universities of the country has been presented.
Innovative methods of treatment and diagnostics, digital technologies, electronic document management system and telemedicine services are introduced in the sphere of national health protection.
Addressing Vice-premier P. Agamyradov, President Gurbanguly Berdimuhamedov expressed discontent with the work of Minister of Sports and Youth Affairs D. Gulgeldiyev and Minister of Education M. Geldiniyazov.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on outcomes of activity of the Ministry for the last year in the context of implementation of foreign strategy of neutral Turkmenistan.
It was highlighted that the country invariably follows the course of wide international cooperation developing constructive and friendly dialog both in bilateral and multilateral formats.
This is indicated by the outcomes of foreign visits of President Gurbanguly Berdimuhamedov and visits of heads of foreign states to Turkmenistan made in the period under review. Partnership with competent regional and international organizations is steadily improved.
Number of sessions of Intergovernmental Commissions and joint business forums, which have an important role in strengthening and expansion of trade and economic relations and humanitarian and cultural contacts between out country and foreign states, have been held in the last year.
Summing up the report, the President confirmed invariable commitment of neutral Turkmenistan to creative foreign strategy based on the principles of peace-loving , goodwill, open doors and equal beneficial cooperation.
The Vice-premier, Foreign Minister was requested to provide high organizational level of foreign visits of the Government delegation of our country as well as all international events dedicated to the 25th anniversary of permanent neutral status.
Speaker of the Mejlis G. Mammedova informed about activity of National Parliament for further improvement legislation in 2019. Four sessions, during which 65 Laws of Turkmenistan and 42 Resolutions of the Mejlis have been adopted, have been held for the period under review according to the plan of legal work.
Work for change of legislative power body of the country to two-chamber system is continued. In this regard, explanation activities about goals and objectives of the Draft Constitutional Law on Amendments and Addendums of the Constitution of Turkmenistan have been carried out together with representatives of political parties, public organizations and government authorities.
Meetings with diplomats, delegations from foreign countries were held in the Mejlis. 30 working trips have been organized to foreign countries. Deputies actively used capabilities of mass media for information and propaganda work. At present time, plan of legal activity of the Mejlis of Turkmenistan in 2020 has been developed.
After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the outcomes of work of the branches under his supervision in 2019 as well as course of reforms in agricultural complex and seasonal field works in the velayats.
In general, the growth rate of production volumes, works and services of the agricultural complex was 108.9 percent. Tis indicators has reached 108.3 percent by the Ministry of Agriculture and Natural Protection, 115.9 percent by the State Water Management Committee, 107.6 percent by the State Association Türkmen atlary. The plan of investment development has been executed by 116.2 percent.
Special land funds for cultivation of different agricultural crops are made for attraction of private producers to agricultural complex.
All these measures support increment of production volumes of wheat, cotton, vegetables and fruits, livestock production, establishment of joint stock ventures and livestock complexes, hothouse farms, reduction of the government role in agriculture and improvement of food abundance, formation of favourable conditions for development of market relations and entrepreneurship in agricultural complex.
Having listened to the report, the President of Turkmenistan noted that decision to hand over silk production facilities to the jurisdiction of agricultural complex has been made for modernization of production of cocoons. Volumes of cocoon production has been approved for this year.
Having signed the Resolutions on Modernization of production of cocoons in Turkmenistan and on Production of cocoons in 2020, the Head of the State addressed number of assignments related to fulfilment of these documents.
After, addressing Vice-premier E. Orazgeldiyev, hyakims and officials of agricultural complex, the President has focused on deficiencies in agriculture. It was mentioned that not a single exemplary agricultural facility, which is to demonstrate methods of rational use of land fund and improvement of efficiency of agricultural production, has been established in any of the velayat.
The same situation is in production of wheat. Having sufficient supplies of water and fertilizers, agro technical standards are not complied with, the President continued, having requested to enforce work of scientific and research institutes in this direction.
The Head of the State highlighted that the subject of training of specialists has been raised previously. Profile specialists graduate from agricultural university and institute every year. However, having graduated from educational institutes, they often work in other branches, the President said, having given instruction to establish control in this sphere.
The management of agricultural complex was requested to work on solution of issues of water provision and taxation, increment of production of cotton and development of land cadastre.
After, the head of the State addressed the participants of the session with programme speech, in which gave characteristic to the outcomes of work for the last year, having highlighted priority aspects of home and foreign policy, as well as outlined the main objectives for the nearest future.
It was mentioned that despite the growth of tension in geopolitics and economy from some problems appearing due to the worsening of the situation in the global economy, big success has been achieved in 2019.
Speaking of success achieved in national economy, Turkmen leader stated with delight that high rates of economic growth has been kept.
The growth rates of gross domestic product was 6.3 percent last year including 4.1 percent in industrial sphere, 14.2 percent in trade, 10.1 percent in transport and communication sphere. Comparing with 2018, export of production has grown by 4.6 percent, having exceeded 9 billion manats.
The Head of the State has also noted that 11,000 working places have been made; inflation was kept within set limits, measures for improvement of competiveness of the country have been taken, the main sections of national economy have been developed dynamically.
Volumes of the capital investments to construction industry were around 35billion US dollars under provided programmes. 1,704 production, cultural and social facilities to the amount of 10 billion US dollars have been put into operation by all sources of financing in the last year.
1.5 million square meters of living including comfortable houses have been put into operation last year. Thousands of families have celebrated house-warming parties in this result.
Speaking of continuing reorganization of the economy on the principles of market relations, the Head of Turkmenistan highlighted that the course to significant improvement of the role of private property and individual entrepreneurship, elimination of the barriers and limitations by thus reducing the role of the government in the economy has been taken.
International authority of our neutral state, which pursues peace-loving and constructive foreign policy is growing in the world, President Gurbanguly Berdimuhamedov highlighted.
Chairing of our country in the Commonwealth of Independent States, International Fund for Saving of Aral Sea, active participation in the UN Special Programme for Central Asia as well as election as a member of 11 specialized UN structures are among the achievements of national diplomacy.
Neutral Turkmenistan has made and continue making significant contribution to the strengthening of peace and sustainable development in the region, creation of good neighbourhood and establishment of partnership, the President highlighted.
All levels achieved by us have become possible only due to wide support of our policy by the people, its active participation in reforms for improvement of life, the Head of Turkmenistan said, having expressed gratitude to all who supported achievement of big success of our state by their work, to all heads of ministries and profile departments as well as to ordinary workers.
Continuing his speech, the President noted that the main objectives of all officials is in improvement of life level of the population, increment of its income, opening of new workplaces and attraction of investments.
Addressing Chairperson of the Mejlis of Turkmenistan G. Mammedova, the President said that in addition to legal provision of the country’s development, it is necessary to held preparation activities related to amendments and addendums of the Constitution on high organizational level. The President of Turkmenistan noted that objectives of the Mejlis would be discussed in details at the meeting with deputies.
Having highlighted the main vectors of foreign course of the country, the Head of the State drew the attention of Vice-premier, Foreign Minister R. Meredov on objectives of the representatives of diplomatic corps.
Deputy Chairman of the Cabinet of Ministers, Head of Foreign Ministry, was requested to develop programme of visits, international meetings and conferences for this year as well as to prepare properly to the events on occasion of the 25th anniversary of neutrality.
Addressing Vice-premier M. Meredov and heads of oil and gas complex, President Gurbanguly Berdimuhamedov noted that development and modernization of oil and gas sector providing the formation of innovative productions for processing of hydrocarbon resources as well as creation of multidimensional pipeline system of energy resource supply are the main directions of the progress of the economy of the country.
The President has also highlighted that it is necessary to carry out actively the construction of strategic project – Turkmenistan – Afghanistan – Pakistan – India gas line, to continue building refineries, increase production and export volumes of liquefied gas.
Speaking of the development of agricultural complex, the Head of the State has drawn attention of vice-premier E. Orazgeldiyev, hyakims of the velayats and etraps and management of agricultural complex on cotton and wheat sowing campaigns.
It is necessary to continue working on implementation of the digital system, handover of profitable farming association to the lease, provision of farmers with lands for long-term use.
Repair and construction of water provision system, collectors for full water supply of cities and villages, agricultural sphere, implementation of water saving technologies are among priority directions of coming work.
Continuing, the President highlighted that another holiday is celebrated this year. This is the 10th anniversary of foundation of International Ahalteke Equestrian Association. In this context, the Head of the State said that it is necessary to have the session of the Association with participants of international members.
At the same time, instructions for supplementation of the funds of museums and libraries with new findings as well as on organization of various activities at the hippodrome in Lebap Velayat have been given.
Addressing Deputy Chairmen of the Cabinet of Ministers B. Ovezov and Sh. Durdiliyev, the President requested to complete all organizational activities for improvement of structure of braches of the complexes under their supervision as soon as possible and to start this work immediately, having selected professional personnel.
Vice-premier P. Agamyradov, heads of educational, scientific and medical spheres were requested to carry out training and education of youth.
It is necessary to attract talented personnel to entrepreneurship for closer cooperation between high educational institutes, scientific and research organizations and business, the Head of the State continued, having focused on the necessity to make favourable conditions for development of new directions of science including robotics, digital technologies and other, to review the opportunity of choice of specialization of study by high-graduate students.
It is important to hold events for stimulation of universities, to set objective to include national high educational institutes to the list of the world universities until 2024 for adaptation to international standards.
Development of health protection system both in social and economic aspect has to be priority direction of the government policy for provision of high level of medical services and turning of health culture and sport into an integral part of our life, the President said.
The Head of Turkmenistan outlined further formation of national system of health protection of the population, which provides rational nutrition, avoidance of bad habits, combination of work and rest, engagement into different sports starting from school education among the utmost measures.
This year, it is necessary to pay special attention to development of science, to strengthen equipment and facility base of academic institutes, the President pointed out.
Addressing Vice-premier B. Abdiyeva, heads of mass media, the Head of the State highlighted the importance of work for expansion and renewal of the programmes on TV channels, repertoires of theatres, supplementation of museum expositions, organization of art exhibitions. Special emphasis has been laid on the importance to pay special attention to the content of news broadcasted by TV and radio channels.

Addressing to the participants of the session, President Gurbanguly Berdimuhamedov noted that as is known, traditional contest has been announced among etraps and etrap cities in the beginning of 2019.
Recently, specialized commission under the leadership of the Trade Unions summed up the outcomes of this review. In this regard, the Head of the State gave floor for relative report to Chairman of National Trade Union Centre G. Atayeva.
It was informed that special commission has analysed presented indicators of each velayat, based on which the best etrap of the country has been elected. Gyoktepe etrap of Ahal Velayat has become the best etrap of 2019.
Having listened to the report, the President signed the Resolution on award of the prize to the amount of 1 million US dollars to the administration of Gyoktepe etrap, Ahal velayat and on announcement of similar contest in 2020.
Finishing extended session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished good health and big success in work to all participants.
