SESSION OF DEVELOPMENT OF OIL AND GAS: DIVERSIFICATION, ATTRACTION OF INVESTMENTS, INTERNATIONAL COOPERATION

President Gurbanguly Berdimuhamedov held working session with participation of Advisor of the President of Turkmenistan on Oil and Gas Affirs Ya. Kakayev and Chairman of the State Concern Türkmengaz M. Archayev, during which issues related to successful solution of objectives of development of fuel and energy complex of the country have been discussed.

It includes improvement of investment activity, modernization and diversification of the leading branch of the economy, improvement of activity of fuel and energy structures by implementation of advanced international practice and digital technologies.

Having noted the necessity to increase the rates of work for implementation of new projects on oil and gas industry based on achievements of modern science, activation of scientific studies in this direction, the Head of Turkmenistan focused on importance of consolidation of efforts, coordination of activities of relative structures, which would provide the dynamcis of development of complex according to modern requirements.

First, Ya. Kakayev reported on fulfilment of the assignments given by the President of the country for development of fuel and energy complex, creation of all conditions for activation of international cooperation in this sphere, search and development of new oil and gas deposits on scientific base.

It was informed in the report that integrated work for training of qualified specialist for oil and gas sector, implementation of innovative methods, modern practice and scientific achievements to all structures is carried out. At the same time, special attention is paid to diversification of supplies of Turkmen gas to the world market following energy strategy and initiatives of the Head of the State.

The President noted that development of fuel and energy complex with emphasis on science, the same like in all other branches of national economy, is an urgent requirement of the present and ordered to activate work in this direction. In this regard, the priority shall be given to search of new oil and gas deposits, their development as well as to scientifically based development of processing complex of oil and gas industry.

It would be very important in expansion of potential of production capacities, development of the industry on multidimensional base and as a result, in improvement of export potential of fuel and energy complex, the President of Turkmenistan noted, having addressed number of assignments regarding to work in this direction.

Ya. Kakayev reported to head of the State Gurbanguly Berdimuhamedov on the outcomes of international conference “TAPI – the gas line of peace and cooperation” and offsite international forum for attraction of foreign investments to oil and gas industry of Turkmenistan, which were held in Dubai, UAE on February 24 – 25 this year. Detailed information on the results of the 6th session of Consultative Council of the South Gas Corridor, which was held in Baku on ministerial level, has also been presented under the report.

The Advisor of the President of Turkmenistan for Oil and Gas Affairs informed that the meeting in Dubai raised big interest of the world oil and gas companies and relative financial structures. It was mentioned that this forum has become another evidence of the willingness of our state for multilateral equal partnership in such important sphere as global energy security.

More than 300 high-rank representatives of 113 leading companies from 42 world countries took part in international forum. In particular, the exchange of opinions on perspectives and undisputable benefits of the project of transnational gas line Turkmenistan – Afghanistan – Pakistan – India, significant investment potential of national oil and gas industry, which is provided by political and economic situation in the country and relative legal base, has been held under the forum.

It was highlighted that certain agreements on further cooperation with Dragon Oil (UAE), which is one of big oil and gas companies of the world, other competent international structures, which carry out their activity in this sphere, on expansion of relations in all directions have been achieved at the forum.

Ya. Kakayev informed that interested exchange of views on the subjects of the agenda as well as on opportunities of international partnership in this direction and main strategies for solution of all planned objectives took place during regular session of the South Gas Corridor Consultative Council on ministerial level in Baku (The Republic of Azerbaijan).

President Gurbanguly Berdimuhamedov ordered to take necessary measures for activation of international events in fuel and energy complex, organization of international conferences, which plays an important role in improvement of activity of the structures of the complex on regular basis.

Having highlighted importance of preparation of proposals, which are to provide the effectiveness of work in this direction, together with relative structures, the Head of the State noted that it is necessary to pay special attention to expansion of activity in realization of new projects in oil and gas industry.

Turkmen leader has focused that together with acceleration of construction of Turkmenistan – Afghanistan – Pakistan – India gas line, issues related to succesful solution of objectives followed from the Programme of development of oil and gas industry have to be under unremitting control.

In addition to international conference, offsite international forum for attraction of foreign investments to oil and gas industry of Turkmenistan was held in Dubai, President Gurbanguly Berdimuhamedov continued.

Having pointed the necessity to continue talks with companies, which expressed interest in cooperation, the Head of the State noted that it relative work has to be carried out aiming at improvement of attractiveness of the opportunity to participate in development of oil and gas resources of Turkmen section of Caspian Sea for foreign investors.

Continuing the subject, the President of Turkmenistan noted that it is necessary to reveal available capabilities for attraction of foreign investments to oil and gas industry, development of international partnership. It is necessary to offer economically beneficial projects, the Head of the State summed up, including construction of new petrochemical complexes breaking them into stages following economic feasibility.

Continuing working session, Chairman of the State Concern Türkmengaz M. Archayev reported on realization of the Programme of development of oil and gas complex of Turkmenistan until 2030, work for search of new gas deposits, increment of production volumes as well as diversification of routes of export pipelines.

It was also reported about international activities aimed at acceleration of rates of development of petrochemical industry of the country, enhancement of production output of gas deposits, development of new vectors of partnership in investment projects, attractive of foreign investments to the industry.

At present time, fuel and energy complex has objectives for implementation of advanced practice, innovative methods, improvement of its export potential to all section of the industry, the President said, having highlighted that work in this direction has to become to main drive of entire complex development.

The Head of the State noted that development of petrochemical industry, strengthening of production potential of the branch, increment of volume of processed production and expansion of tis variety are current objectives. Special attention has to be paid to the increment of production capacities of petrochemical industry following modern requirements.

In this context, having noted the necessity of special attention to the increment of export potential of the branch including modernization of activity of its production structures, the Head of the State focused that work in this direction has to be efficient and gave relative assignments.

Further expansion of activity and increment of export capabilities of petrochemical complexes in Kiyanly and Garabogas, the first plant for production of eco-friendly synthetic gasoline from natural gas in Ahal Velayat have to be among the utmost current objectives.

Further, addressing the participants of the session, the Head of the State noted that the Programme of social and economic development of the country in 2020 – 2025 specifies the main objectives of fuel and energy complex. In this context, special attention is paid to enhancement of investment activity and digitization of the complex.

It is necessary to highlight achievements in realization of the project of construction of Turkmenistan – Afghanistan – Pakistan – India and to accelerate work for realization of this project in general, the President said. The necessity of active information about positive role of the TAPI gas line in provision of energy security and improvement of economic stability of the countries in the region to the public has been highlighted.

In particular, the President of Turkmenistan noted that it is necessary to expand the infrastructure of oil and gas industry by diversification, opening of new modern production facilities. In this regard, the processing of natural gas and making of new products are priority direction, the Head of the State said.

Our energy strategy is based on multi-optional energy routs principle, expansion of its geography, involvement of bigger number of countries interested in participation in international energy processes, the President noted.

The Head of the State clarified that this is about objective tendencies in geo-economics when diversification, presence of alternative routes of supplies are the crucial prerequisite of global energy security and stability of entire system of the world economic relations.

Having noticed that necessary work is carried out at present for development of international cooperation, the Head of the State signed the Order on sending o Vice-premier, Foreign Minister R. Meredov and Chairman of the State Concern Türkmengaz M. Archayev to the Kingdom of Morocco for study of the sale market for production of petrochemical complex.

President Gurbanguly Berdimuhamedov highlighted that strengthening of fruitful relations with different countries of the world in one of the most important directions of foreign policy of Turkmenistan. Having highlighted the role of political consultations between the Foreign Ministries of Turkmenistan and Morocco in development of bilateral relations, the Head of the State requested Vice-premier, Foreign Minister R. Meredov to chair the delegation going on business trip to Morocco.

Having highlighted that subjects related to development of cooperation in political, trade an economic, cultural and humanitarian sphere would be discussed during business trip, Turkmen leader requested to convey the invitation to the King of Morocco to take part in the celebration events on occasion of the 25th anniversary of neutrality of Turkmenistan, which is observed on international level.

Having focused that processing of raw material resources is the main direction of development of Turkmenistan, the powerful energy state in the world space, as well as on attraction of high technologies, new scientific achievements to this sphere, Turkmen leader gave number of instructions for activation of measures in this field.

Finishing working session, President Gurbanguly Berdimuhamedov pointed out the importance of set objectives for diversification of fuel and energy complex of the country and wished success in this work to relative leaders.
