OUTCOMES OF SEVEN MONTHS OF THE YEAR DISCUSSED AT THE SESSION OF THE STATE SECURITY COUNCIL OF TURKMENISTAN

President, Supreme Commander of the Armed Forces of Turkmenistan, Army General Gurbanguly Berdimuhamedov held video conference session of the State Security Council.

The agenda included outcomes of work performed by military and law enforcement agencies for seven months of the year as well as provision of security and peace in independent state, further strengthening of equipment and facility base and improvement of activity of security forces.

Having opened the session, the Head of the State gave floor to Minister of Defence B. Gundogdiyev who reported on work of the Ministry in January – July this year, fulfilment of assignments for strengthening off defence capability of the country, improvement of professional level of military personnel, making of proper conditions for service and life of soldiers and officers.

Preparation to military parade in honour of the 29th anniversary of the country’s independence was separate subject of the report of the Head of defence department.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that organization of activity of the Ministry according to time realities is one of the priorities. Modernization of equipment and facility base of all armed forces remains the main requirement, Turkmen leader continued, having ordered to hold this subject under close attention.

The Supreme Commander of the Armed Forces highlighted improvement of the system of professional training of officers in profile high educational facilities among the utmost objectives. Having pointed out the necessity to of organization of awareness activity and sport competitions among the youth, the Head of the State addressed the Minister with specific assignments.

The President has also requested to provide high organizational level of military parade dedicated to the independence of the country.

Minister of Interior M. Chakiyev reported on the results of activity of divisions under his command for the period under review as well as on practical measures taken for prevention of road transport incidents on the roads, provision of fire safety in all regions of the country, application of advanced technologies in work the structures of the Ministry.

Projects of facility designated for burning of narcotic drugs have been presented to the Head of the State for review.

Having focused on importance of coordinated activity of all divisions of the Ministry, the President of Turkmenistan demanded to pay close attention to proper organization of work of traffic control service.

Having highlighted support of public order, provision of law and prevention of any crimes in the country among the main directions of work of the Ministry, the Head of the State addressed the Minister with certain orders.

Wide introduction of information technologies for optimization of activity of all government authorities including the Ministry of Interior is one of the utmost objectives of today, the Head of the State noted, having given relative instructions.

Continuing the session, President Gurbanguly Berdimuhamedov highlighted that having determined resolute fight against spreading of drugs as a priority of the government policy, Turkmenistan performs efficient work in this sphere.

In this regard, having generally approved presented projects, the Supreme Commander of the Armed Forces of the country addressed Deputy Chairman of the Cabinet of Minister, Secretary of the State Security Council Ch. Amanov and the Minister of Interior with specific orders.

Head of the State Border Guard Service Sh. Durdiyev reported on the situation of the border of Turkmenistan as well as on results of work of the service for seven months of 2020 and conditions made for service of the Motherland’s defenders.

Summing up the report, the Supreme Commander of the Armed forces of the country gave instructions to carry out certain activities for modernization of equipment and facility base of Border Guard forces, solution of social issues. Number of organizational issues of the State Border Guard Service has been reviewed during the session.

Further, Chairman of the Supreme Court G. Halliyev reported on the results of activity of his structure for the period under review, practical measures for proper judicial proceedings as well as training of professional personnel.

Having listened to the report, the Head of Turkmenistan noted that improvement of work of this authority is aimed initially at improvement of authority of the courts and quality of justice. Protection of rights and legal interests of Turkmenistan citizens is the main function of the authority, which has to be provided in full scale, President Gurbanguly Berdimuhamedov highlighted, having addressed the Head of the Supreme Court with certain orders.

During the session, the President has signed the Decree on appointment and release of judges as well as on conferring of qualification ranks to the judges.

Prosecutor General B. Atdayev reported on work carried out by the structure under his supervision since the beginning of the year, fulfilment of assignments given earlier by the Head of Turkmenistan.

The activity of prosecution authorities is aimed at provision of supremacy of Law in all spheres of life of the state and society, the President noted, having highlighted that personnel of this body has to implement strict monitoring of fulfilment of normative and legal acts.

After, the Head of the State has signed relative documents on appointment and release of prosecutors.

Minister of National Security G. Annayev reported to Supreme Commander of the Armed Forces Gurbanguly Berdimuhamedov about work fulfilled by the structures under his command in January – July this year, systematic measures for protection of the state interests and support of stability in the society.

Having listened to the report, the Head of Turkmenistan noted that activity of this structure has to be aimed at protection of constitutional order and territorial integrity of the country. Having specified combating against modern challenges and threats among priority vectors of work, the President ordered to improve personnel potential of the Ministry and use technological innovations actively.

Further, Minister of Justice B. Muhammedov reported on results of work for seven months as well as integrated measures taken for development of existing legislative base.

The report about activity of Constitutional Commission for development and compilation of proposals related to amendment and addendums of the Constitution of Turkmenistan has been presented.

Legal enforcement of progressive reforms expanded in the country is one of the utmost objectives of the authority, the President highlighted, having continued that improvement of legal awareness of the population is one current vectors of its activity.

The main aspects and priority directions of current and future development of the country have to be reflected in its Main Law taking into account the best international practice, the Supreme Commander of the Armed Forces of the country highlighted. In this regard, detailed explanation of meaning and importance of current reforms is an important objective, Turkmen leader said, having addressed specific assignments.

Chairman of the State Customs Service M. Hudaykuliyev reported on the outcomes of work carried out in the period under review as well as on fulfilment of assignments given by the Head of Turkmenistan for improvement of activity of the Service.

Having listened to the report, the President noted the necessity of implementation of advanced international practice, latest technologies and digital systems to all divisions of the Service. Special attention has to be paid to compliance of order of movement of cargo and transport across customs border of the country, the Head of the State continued, having ordered to hold relative procedures under permanent control.

After, Chairman of the State Migration Service M. Gurdov reported on practical measures taken in January – July this year.

Having expressed discontent with the level of organization of work of the Service, the Supreme Commander of the Armed Forces warned the head of the Service and demanded faultless performance of responsibilities given to the Service.

Further, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on realization of large-scale military reform.

It was informed that according to the utmost objectives of military and law enforcement agencies of the country, integrated measures aimed at strengthening of defensive capability of National Army, improvement of combat and professional training of personnel of security forces, strict service discipline have been taken since the beginning of the year.

Summing up the report, the Head of the State noted that defensive Military doctrine of the country is a reliable guarantee of peaceful life in the country. Turkmen leader outlined provision of the Armed Forces with modern equipment, strengthening of personnel potential, provision of conditions for service and life of military personnel among the main directions of work.

Special focus has been made on significance of patriotic and education work, under which it is necessary to organize relevant activity for personnel of military and law enforcement structures. In this regard, certain assignments have been given to the Vice-premier, the Secretary of the State Security Council.

Summing up the session, President Gurbanguly Berdimuhamedov noted that according to the main directions of defensive Military doctrine, Turkmenistan steadily improves equipment and facility base of military and law enforcement structures.

At the same time, special attention is paid to issues of social aspect. Measures for improvement of life level of officers and their families, making of favourable conditions for service and rest of military personnel are taken. The government would continue working in this direction, the President said, having addressed the heads of security forces with certain assignments.

Other issues, on which relative decisions have been made, were discussed at the session.

Finishing the meeting, President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov wished health and success in service to the participants of the session of the State Security Council.
