THE EXTENDED MEETING OF THE CABINET OF MINISTERS OF TURKMENISTAN

Today, President Gurbanguly Berdimuhamedov has held an extended digital meeting of the Cabinet of Ministers, in which topical issues of state life were discussed and draft documents were considered. Executives of the Milli Gengesh of Turkmenistan, members of the State Security Council, khyakims of velayats and Ashgabat city were invited to the government meeting.

Having announced the agenda, the leader of the nation emphasized that the glorious 30th anniversary of sacred independence of our country is approaching.

Addressing the participants of the meeting, the leader of the nation emphasized that traditionally, on the eve of big holidays, an action is held to pardon citizens convicted of criminal acts and sincerely repented of their deeds. Guided by the principles of mercy and humanism of our great ancestors, such noble actions as exemption from punishment are regularly held in our country.

In this regard, the floor was given to Deputy-chairman of the Cabinet of Ministers, Secretary of the State Security Council, Chairman of the Commission for Preparation of Proposals on Citizenship and Pardon under the President of Turkmenistan Ch. Amanov, who reported on the work carried out by the Commission on the issue of pardon of convicts in honour of the 30th anniversary of holy independence of tour Fatherland.

After hearing the report, head of state, Gurbanguly Berdimuhamedov, signed decrees according to which 2058 Turkmen citizens and 6 foreign citizens will be released from further punishment in commemoration of the glorious anniversary of the independence of our sovereign Fatherland.

Khyakims of velayats, etraps and cities, as well as other authorities, were ordered to take appropriate measures to employ the pardons.

Next, the floor was given to Chairwoman of the Mejlis of the Milli Gengesh G. Mammedova, who informed about the preparations for the meeting of the Khalk Maslakhaty, dedicated to the 30th anniversary of sacred independence of Turkmenistan.

In this regard, in cooperation with the Khalk Maslakhaty of the Milli Gengesh, the Cabinet of Ministers, ministries and sectoral departments, khyakimliks of regions and the capital, public organizations take targeted steps on a systematic basis. The plan for organized conduction of the meeting has been developed to address all related issues.

Then Deputy Chairman of the Khalk Maslakhaty of the Milli Gengesh of Turkmenistan K. Babayev informed on the ongoing comprehensive work, as well as on the measures being implemented to prepare for the meeting of the Khalk Maslakhaty.

Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on preparations for the meeting of the Khalk Maslakhaty and for the celebration of the 30th anniversary of Turkmenistan's independence.

In this regard, the Ministry of Foreign Affairs, together with the relevant state structures, conducts large-scale organizational work. It was noted that the world community is very interested in the anniversary celebrations in our country. A number of international activities planned within their framework also attests to it.

After hearing the report, President Gurbanguly Berdimuhamedov stressed that independent neutral Turkmenistan will continue to consistently implement the peace-loving foreign policy strategy aimed at developing friendly, constructive relations both bilaterally and multilaterally, and in the interests of general well-being.

Speaking on it, the leader of the nation instructed to ensure a high organizational level of preparation for the meeting of the Khalk Maslakhaty, for a worthy welcome of the 30th anniversary of independence of our Motherland and international events dedicated to this significant date.

Then Deputy Prime Minister and Head of the Ministry of Foreign Affairs reported on the issue of further strengthening and expanding fruitful multifaceted cooperation with the Republic of Uzbekistan.

In this context, a proposal was submitted to the head of state for consideration on September 22, this year with working visits of the delegation of Dashoguz province - to the Khorezm region and the delegation of Lebap province - to the Bukhara region of Uzbekistan. The dynamic development of relations between the regions of the two countries is one of the new directions of interstate partnership, where there are great prospects.

Having approved the submitted proposal, the leader of the nation signed the corresponding Order and, having sent it for appointment according to the digital system, gave the Deputy Prime Minister, head of the Foreign Ministry, as well as khyakims of Lebap and Dashoguz velayats specific instructions for the execution of this document.

Following the report, Deputy-chairman of the Cabinet of Ministers, the Minister of Foreign Affairs reported on preparations for the international events planned in Turkmenistan this year.

Among them: the 6th Caspian Summit, the 15th Summit of Heads of States of the Economic Cooperation Organization and the international conference "Policy of peace and trust – a basis of international security, stability and development." For the purpose of holding them at a high level, it is proposed to establish appropriate organizational committees.

Deputy-chairman of the Cabinet of Ministers S. Berdimuhamedov reported on preparations for the meeting of the Khalk Maslakhaty and festive events on the occasion of Independence Day of Turkmenistan.

Emphasizing the importance of the upcoming 15th High-level Meeting of the Heads of the Member States of the Economic Cooperation Organization, the President instructed the Deputy Prime Minister to take the necessary measures for the proper holding of the forum.

Then Deputy-chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the preparation of structural divisions of the fuel and energy complex and supervised by Deputy Prime Minister in Lebap velayat for the upcoming meeting of the Khalk Maslakhaty and events dedicated to the 30th anniversary of state independence.

In turn, Deputy-chairman of the Cabinet Minister E. Orazgeldiyev reported on the preparation by the relevant ministry and departments of the agricultural complex, as well as Dashoguz velayat supervised by him for the meeting of the Khalk Maslakhaty and events on the occasion of the 30th anniversary of sacred independence of the Turkmen state.

It was reported that festive races will take place in the International Akhal Teke equestrian complex on September 28, within the framework of which it is planned to organize seven competitions, and valuable prizes will be awarded to the winners.

Deputy-chairman of the Cabinet of Ministers Ch. Purchekov reported on preparations in the construction and industrial sector and the city of Ashgabat supervised by him for the next meeting of the Khalk Maslakhaty, in particular on the creation of groups from representatives of the relevant services for its organized holding.

Information was also provided on the preparations for the celebration of the 30th anniversary of sacred independence. In this regard, practical steps were taken to give the main holiday of the country a special solemnity, including the compilation of the order of duty on holidays.

Then Deputy-chairman of the Cabinet of Ministers Ch. Gylyjov reported on the ongoing work in the trade complex and Akhal velayat in preparation for the meeting of the Khalk Maslakhaty and the festive celebrations in honour of the 30th anniversary of independence of our Fatherland.

As part of the report, information was delivered on the activities carried out jointly with ministries, departments and khyakimliks to hold an exhibition at a high level on September 21-22 at the Chamber of Commerce and Industry dedicated to the anniversary date.

Then Deputy-chairman of the Cabinet of Ministers M.Mammedova reported on preparations for the Khalk Maslakhaty meeting and festive events.

The implementation of practical steps for the prompt and wide coverage of the Khalk Maslakhaty meeting in the media was reported, and work was carried out, in accordance with the corresponding Plan, to ensure the organized holding of anniversary celebrations in honour of the 30th anniversary of Turkmenistan's independence.

Deputy-chairman of the Cabinet of Ministers S. Toylyev, who spoke further, reported on the preparations for the upcoming meeting of the Khalk Maslakhaty on September 25, as well as on events to commemorate the 30th anniversary of Turkmenistan's sacred independence.

After hearing the report, President Gurbanguly Berdimuhamedov noted the need for an organized meeting of the Khalk Maslakhaty and celebrations in honour of the significant date and in this regard gave the Deputy Prime Minister appropriate instructions.

Director General of the Agency of Transport and Communications under the Cabinet of Ministers M. Chakyev reported on preparations for the meeting of the Khalk Maslakhaty and the celebration of the 30th anniversary of independence of our Fatherland.

Defining the range of main tasks facing the field of transport and communications, President Gurbanguly Berdimuhamedov ordered to strengthen measures to improve the quality of services provided primarily in the field of passenger transportation.

Then, at the expanded digital meeting of the Cabinet of Ministers, the heads of the country's military and law enforcement agencies reported on fulfilment of instructions previously given by the leader of the nation, including practical steps taken to strengthen the power and defence capabilities of the National Army, and the active introduction of advanced technologies in all law enforcement agencies.

Information was also delivered on the ongoing work to improve military and professional training of personnel, to educate cadets of specialized educational institutions and young soldiers in the spirit of glorious military traditions of courageous ancestors.

After hearing the reports, President Gurbanguly Berdimuhamedov stressed that the extensive work carried out to modernize the material and technical base and improve the activities of these structures fully meets the requirements of the time and the provisions of the purely defensive Military Doctrine.

Focusing on the preparation of the upcoming celebrations on the occasion of the main holiday of the country, the leader of the nation noted that the military parade should demonstrate the level of equipment of the Armed Forces of Turkmenistan with perfect equipment, high professionalism and training of warriors, who are clearly on guard of the gains of sacred independence, peace and tranquillity of their native land, prosperous creative life of Turkmenistan. In this regard, stressing the great importance of the annual military review on the occasion of Independence Day, the leader of the nation gave specific instructions to the heads of military and law enforcement agencies.

During the extended meeting of the Cabinet of Ministers, khyakims of velayats and Ashgabat city also spoke, reporting on the practical steps taken these days in the capital and regions of the Fatherland aimed at holding the meeting of the Khalk Maslakhaty and celebrations on the occasion of Independence Day of Turkmenistan.

After hearing the reports, President Gurbanguly Berdimuhamedov stressed the importance of organizing events dedicated to the significant date of the national calendar. The head of state emphasized the need to ensure a festive atmosphere in all corners of the country.

As noted, at the meeting of the Khalk Maslakhaty, decrees will be signed on awarding state awards to citizens who have distinguished themselves in labour on the occasion of the glorious anniversary of independence of our sovereign Fatherland. In this regard, Chairperson of the Mejlis of the Milli Gengesh, deputy prime ministers were instructed on September 26 to present state awards to all citizens who were awarded them so that they would come with new orders and medals to the solemn parade dedicated to independence. In the afternoon of the same day, the head of Turkmenistan said, ceremonies will be held to receive guests and open the new Shopping Centre.

In the morning of September 27, a solemn military parade will be held in the new Government Complex, and in the evening - a concert of artists.

Then, addressing Deputy Prime Minister, Secretary of the State Security Council Ch. Amanov, the leader of the nation instructed to present honoured state awards to the military in a solemn atmosphere in the morning of September 28 at the Halk hakydasy Memorial Complex.

As for khyakims of velayats and etraps, who achieved good results through selfless work, it will be correct to present them with awards after collecting cotton, the head of state noted.

By tradition, in the morning of September 28, races will be held at the International Equestrian Complex.

A number of events are scheduled for the upcoming holidays, President Gurbanguly Berdimuhamedov stressed, focusing on the importance of the successful implementation of the responsible task of monitoring strict security.

The deputy heads of the government were instructed to organize round-the-clock duty of managers in all departments and enterprises. The ambulance service and other emergency structures should work properly, the leader of the nation said, disposing appropriate orders to appoint duty officers in all institutions.

The President of Turkmenistan also emphasized the need to strengthen the work of the Emergency Commission to combat the spread of diseases and all sanitary services.

In conclusion, President Gurbanguly Berdimuhamedov once again warmly congratulated the participants of the enlarged meeting of the Cabinet of Ministers on the glorious anniversary of independence of the Fatherland, wishing everyone good health, family well-being and great success in their work for the further prosperity of Turkmenistan, the well-being of its people.
